この表現は、相手がなかなか本題に入らず、回りくどい言い方をしているときに使います。
由来
この表現は、昔、鳥を捕まえるために茂みを棒で叩いて追い出していたことに由来します。茂みの周りを叩くだけで、肝心の鳥を捕まえようとしていない様子から、「遠回しな行動」という意味で使われるようになりました。
